Supporting any human factor initiative with excellence is a function of understanding the science of human performance. Factors such as character, professional ethics, and a mission-oriented mindset, must be combined with a unique blend of professional experience that withstands operational stress. Five professions cultivate these traits; criminal justice officers, intelligence officers, military special operations personnel, professional educators and emergency medicine specialists. These professions develop a high degree of situational awareness and processing, operational intellect, and team orientation. Each of these professions cultivates measured decisiveness under high levels of situational stress. Each profession requires extensive background checks, a process that captures individuals of high character, ethics and a dedication to mission. Throughout the last 41 years, PPCT Management Systems, Inc. have supported these professions with a variety of training, publishing and research-oriented services. And it is from the past performance of PPCT and our principals, that we have accumulated a database of tens of thousands of professionals that are hard-wired to fulfill complex human factor initiatives.

Based upon a combination of our database, past performances and relationships, the core capabilities of PPCT include:

Recruiting: The majority of our database is comprised of professions requiring background checks, drug screening or some form of security clearance. Almost 50% of our database consists of professional instructors who have been assigned to an in-service training unit, an academy setting, or a higher institution of learning (colleges and universities). Our database is comprised of professionals who are “service” oriented. The combination of these variables provides our clients and partners with an unequaled ability to recruit.

Curriculum Development, Training and Training Implementation: Our CEO Bruce Siddle (founder of PPCT) brings nearly a half century of training experience. Siddle is not just an elite training manager; he is a pioneer in the study of enhancing human performance. His research is on an international scale in universities, military, police and corporate academies, and used as reference material in venues such as the U. S. Supreme Court. Throughout our 40 year history, over 600,000 personnel have been exposed to research-based training methodologies that are based on motivational factors of learning, cutting edge research on the neurobiology of learning, accelerated learning principles, and the implementation of motor behavioral principles when teaching motor skills under stress.

Staffing: The staffing capabilities of PPCT Management Systems, Inc. are an extension of our database of professionals. Over the last decade alone, we have staffed instructors, training managers, international peace-keepers, experts in developing policies for emerging democratic nations, combat and emergency medical personnel, retired special forces operators and snipers, project managers, logistics personnel, commercial aviation flight attendants, pilots, combat aviation pilots, former Vice Presidents and Directors of Fortune 100 companies, as well as retired Generals and Officers from two different military branches. The depth of our capabilities was highlighted during the TSA initiative. For example, in July of 2002, our leadership was tasked to recruit, vet and deploy 400 instructors to Oklahoma for training – with five days notice. Not only did we accomplish this task, we had 200 instructor candidates in reserve. In 2004 and pursuant to a Department of State RFP requirement, our leaders were tasked to recruit, vet and have ready to deploy 800 criminal justice officers for an international assignment. Not only did we accomplish this task, but we had another1200 officers in reserve.

Logistics: Our principals have extensive logistics experience, concurrently established extensive logistic and maintenance support in the acquisition and deployment of all essential classroom equipment. Equipment included 7392 desktop computers, monitors and over 3000 laptops computers, training manuals and training props. These computers were sent weekly to new airport training sites. Used Monday morning through Saturday afternoon, the equipment was repackaged and sent to another airport for Sunday morning delivery. Site Coordinators and Logistics Managers were deployed to training venues two days prior to the start of the class to ensure all classrooms met the Government’s requirements and all equipment had arrived in working conditions. When the original desktop computers and monitors were swapped out with GFE replacements, managers and staff oversaw the immense task of coordinating the packaging and pickup of all 7392 computers and monitors, and the simultaneous delivery of replacements. All in accordance with an extremely demanding schedule over an eight-week period.

Because of the long-developed history in course management and research-based curriculum development, PPCT Management Systems, Inc. provided the TSA with subject matter experts for dynamic revisions of course materials based on actual field experiences. Because the principles also managed all of the publishing materials for the TSA, it was estimated that 160,000 student and instructor training manuals were produced to support the TSA’s passenger screener training efforts. Due to Mr. Siddle’s extensive database of law enforcement personnel, he was able to form a joint venture with PAE Government Services, Inc. The Joint Venture is responsible for recruiting and qualifying police officers for assignment overseas as well as providing support and equipment to sustain them in their mission. To date, the mission has supported peacekeepers in Haiti, Liberia, the Sudan, Afghanistan, and Iraq.
